Specialized medical care

As part of the programme of state guarantees of free medical care for citizens (under a compulsory health insurance policy), FSBI "MMRC RB" of the Ministry of Health of Russia provides primary specialized medical and sanitary care in outpatient settings, specialized medical care in day care and 24-hour inpatient settings. Order No. 788n of the Ministry of Health of the Russian Federation of 31 July 2020 "On approval of the procedure for the organization of medical rehabilitation for adults".

The centre accepts adult patients over the age of 18 from Russia and foreign countries. Medical care for foreign nationals is provided in accordance with Regulation of the Government of the Russian Federation No. 186 of 06 March 2013 "On Approval of the Rules for the provision of medical care for foreign nationals in the territory of the Russian Federation".

To consult in FSBI "MMRC RB" of the Ministry of Health of Russia it is necessary to provide:
  • referral according to form 057/у-04, issued by the attending physician at the place of examination and treatment
  • extract from the medical card of an outpatient under form 027/у issued by the attending physician
  • passport of a citizen of the Russian Federation
  • a valid compulsory health insurance policy
  • Individual insurance account number (SNILS)
  • a copy of a certificate of disability (if any)
  • an abstract from the medical record of an in-patient (if available)
  • conclusions on previous examinations (if any)
Important information on the completion of the medical documents to be submitted:
  • referral according to form 057/у-04 must bear a number
  • all items and margins in the referral must be filled in
  • the referral must contain the attending physician's signature and a personal seal, the signature of the head of the department, the date of referral, a rectangular stamp of the referring medical institution in the upper left-hand corner and a triangular seal
  • a separate referral is required for each examination and consultation with a specialist

The reason for admission to FSBI "MMRC RB" of the Ministry of Health of the Russian Federatio and its Branches for specialized medical care is the decision of a subcommittee of the medical commission for the selection of patients for specialized medical care in inpatient settings.

The subcommittee of the medical commission takes a decision within three working days of receiving documents or information received via the information system or submitted in hard copy by the patient in person.

The opinion of the sub-commission of the medical committee contains one of the following decisions:
  • the presence of medical indications for admission to a course of medical rehabilitation
  • the absence of medical indications for admission for a course of medical rehabilitation with recommendations for further treatment and (or) follow-up
  • the need for further supplementary examination specifying the scope and type of tests
  • the presence of medical contraindications for admission to a federal hospital

The sub-committee of the medical commission shall notify the referring institution of the decision by one of the possible means within two working days following its adoption.

Waiting times for admission to hospital for specialized medical care in a federal institution may exceed the waiting times established by the programme of state guarantees for the free provision of medical care to citizens.
